The prospect of Donald Trump declaring a state of emergency to build his border wall is looming larger after he backed down in the shutdown standoff without securing funds for the barrier.
Announcing a temporary end to the longest government shutdown in US history on Friday, the president said the fight for funding was not over.
“If we don’t get a fair deal from Congress, the government either shuts down on February 15th again, or I will use the powers afforded to me under the laws and Constitution of the United States to address this emergency,” he warned.
“We really have no choice but to build a powerful wall or steel barrier.”
